He had the honour to address you in March 1883 in conjunction with Messrs Russell & Co, Mess Felchers & Co, and Messrs Arnhold Karberg & Co; on the subject of the Likin duty on Kerosine Oil. He begs your reference to that communication.
He then pointed out that an addition to the Customs tariff rate of 5% ad valorem, a duty of 40 cents per case had been levied on all Kerosine Oil imported into Canton, and begged that you would communicate with H.B.M. Consul at Canton to the effect that a tax which injuriously affected that trade should be removed.
We were unable at that time to obtain redress but as the tax has been still further increased and has reached such...
